This framework could be used by institutions as a catalyst for the discussion, development and implementation of a teacher education and training programme. The following areas should make up the content of the framework.
A. Program (Values). Clearly state the ideals of the program that underpin the achievement of goals and serve as a guide to conduct. For example, “we develop reflective professional teachers,” “we work openly and collaboratively,” and “we treat everyone with respect.”
B. Program (conceptual basis). Provide the philosophical underpinning of the program. For example: “This initial teacher education and training program prepares and enables student teachers to develop their ability to adapt teaching to student needs and school context factors (Reflective Pastoral Apprentice Partnership Model)”
C. Program (Purpose and Objectives). Outline what the program aims to achieve. For example: “The overall goal of the program is to enable student teachers to develop their ability to address factors that work against their placement ‘their students firmly at the center of the teaching”.
D. Program (Design). Describe how the program will work. Example: “Personal tutors are provided for student teachers”. “Student teachers are expected to carry out an original research work – under supervision”. “Student teachers should be educated and trained in early education, technical and vocational education and other subjects according to student preferences and faculty availability.”
E. Curriculum (Design). Describe what areas of teaching and knowledge will be developed. For example: “The curriculum is divided into three areas of knowledge development: core pedagogical subjects, specialization areas ie early years, technical and vocational education and other subjects and internships.
F. Rating. Outline the type(s) of assessment to be used. For example: “Student teachers are assessed through both coursework and final exams. These may include assignments such as essays, study journals, objective questions, and oral and practical exams.”
G. Eligibility Requirements. Provide entry requirements for those wishing to participate in the program.
H. Partnership. Describe the nature of the relationship between the program and key stakeholders. For example: “The Board of Education or Board of Governors will oversee the program in general”. “Schools, through their principals, are encouraged to provide comments to improve the program.”
I. Quality Assurance. Outline plans for validation and/or accreditation and associated benefits. For example: “The initial teacher education and training program will seek accreditation from an international or regional body”. “This will ensure that students receive a quality education.”
J Staff List who will form the faculty. For example: “Initially, the program will employ outside faculty and leverage existing faculty.”
K housing. Indicate which department or school is hosting the program. For example: “Initially, the program will be incorporated as a branch or division of X, using existing facilities where possible.
L Finance. Describe how the program is funded. For example: “An annual tuition fee is charged and subsidized where possible by the government and private sector in the form of scholarships and grants”.
